The national security adviser for former President Jimmy Carter, Zbigniew Brzezinski, gave an interview to The Daily Beast in which he suggested President Obama should make it clear to Israel that if they attempt to attack Iran's nuclear weapons sites the U.S. Air Force will stop them.
"We are not exactly impotent little babies," Brzezinski said. "They have to fly over our airspace in Iraq. Are we just going to sit there and watch? ... We have to be serious about denying them that right. That means a denial where you aren’t just saying it. If they fly over, you go up and confront them. They have the choice of turning back or not. No one wishes for this but it could be a 'Liberty' in reverse."
The USS Liberty was a U.S. Navy technical research ship that the Israeli Air Force mistakenly attacked during the Six Day War in 1967.
Brzezinski endorsed then-Sen. Obama's presidential campaign in August 2007, which at the time was portrayed in the media as a boost to Obama's foreign policy cred. The Washington Post reported: "Barack Obama, combating the perception that he is too young and inexperienced to handle a dangerous world, got a boost yesterday from a paragon of foreign policy eminence, Zbigniew Brzezinski."
Brzezinski was never an official campaign adviser, but Republicans jumped on the endorsement to push the meme that Obama wouldn't be a friend to Israel, as Brzezinski's views of Israel attracted criticism from some quarters in the American Jewish community.
“Brzezinski is not an adviser to the campaign,” former Ambassador Dennis Ross, then a senior adviser on Middle East affairs to the Obama campaign, said at the time. “There is a lot of disinformation that is being pushed, but he is not an adviser to the campaign. Brzezinski came out and supported Obama early because of the war in Iraq. A year or so ago they talked a couple of times. That’s the extent of it, and Sen. Obama has made it clear that on other Middle Eastern issues, Brzezinski is not who he looks to. They don’t have the same views.”
Brzezinski plays no role in the Obama administration; the White House did not immediately respond to a request for comment.
Brzezinski's comments come within the same week that the White House distanced itself from comments made by former President Carter, who said he thinks "an overwhelming portion of the intensely demonstrated animosity toward President Barack Obama is based on the fact that he is a black man."

UPDATE: Russian President Dmitriy Medvedev told CNN that Israeli President Shimon Peres assured him that Israel would not attack Iran.
"This is the worst thing that one can imagine," Medvedev said. "What would happen afterwards? A humanitarian catastrophe, a huge number of refugees. And Iran would want revenge, and not only over Israel, but over other countries as well. The events in the region would become completely unpredictable. Scrapping missile defense was the right thing to do, says former National Security Adviser Zbigniew Brzezinski—but how the U.S. conveyed the decision to its Eastern European allies couldn’t have been worse.
President Obama’s decision Thursday to scrap the Bush administration’s missile-defense umbrella for Europe is being bemoaned by Republicans at home and top diplomats from Poland, which was slated to be the main staging ground for the missile system.
But Zbigniew Brzezinski—who as Jimmy Carter’s Polish-born national security adviser confronted problems in Iran, Afghanistan, and the Middle East—says that dropping the missile-shield program gives the U.S. more defense options in Europe. At 81, Brzezinski, an early and enthusiastic Obama supporter, is as opinionated as ever about what America is doing right and wrong when it comes to the key foreign-policy issues.

Brzezinski, who was considered a hawk in the Carter administration and was often touted by Democratic politicians as the party’s response to Henry Kissinger, spoke to The Daily Beast about how Obama flubbed the delivery of his decision to the Czechs and the Poles, why dropping the program won’t convince Russia to help us on Iran, and the effect of a possible Israeli preemptive strike on Tehran.
Is the Obama administration decision to end the missile-defense program the right one?
Well, let me first of all say that my view on this subject for the last two years has been that the Bush missile-shield proposal was based on a nonexistent defense technology, designed against a nonexistent threat, and designed to protect West Europeans, who weren’t asking for the protection.
Does scrapping the missile program weaken our defense options in Europe vis-à-vis the Russians?
Not at all. What is left is militarily sounder. It gives the U.S. more options while still enhancing America’s ability to develop more effective defense systems, which is what the Russians really dislike. But now they have less of an excuse to bitch about it.
What about the way we informed our allies of our decision?
The way it was conveyed to the Czechs and Poles could not have been worse. It involved [laughs] waking up the Czech prime minster after midnight with a sudden phone call from President Obama. The Polish prime minister was at least allowed to sleep late. But as far as Poland was concerned, unfortunately, poor staff work did not alert the United States that today, September 17, is a particularly painful anniversary for Poland. In 1939, the Poles were still fighting the Germans when on September 17 the Russians stabbed them in the back. To the Poles, that is something very painful. And since they misconstrued—and I emphasize the word “misconstrue”—that the missile shield somehow strengthened their relationship with the U.S. when it comes to Russia, it was immediately suggestive of the notion of a sellout. It’s the wrong conclusion, but in politics, even wrong conclusions have to be anticipated.
How is it possible that the State Department did not bring up the sensitivity of this day to the Poles?
Lousy staff work. Period. I don’t know who precisely to point the finger at. It was obviously not anticipated in this case.
There are some pundits who believe that by abandoning the missile-defense program, we will gain the help of Russia when it comes to arm-twisting Iran over its nuclear weapons program. Anything to that?
I doubt it. The Russians have their own interests in Iran, which are far more complex than the simplistic notion that the Russians want to help us with Iran. The Russians have a complicated agenda with Iran. They also know in the back of their heads that if worse came to worse—and I am not saying they are deliberately promoting the worst—but if worse came to worse, which is an American-Iranian military collision, who would pay the highest price for that? First, America, whose success in ending the Cold War the Russians still bitterly resent. And we would also pay a high price in Iraq, Afghanistan, and massively so with regards to the price of oil. Second, who would suffer the most? The Chinese, who the Russians view as a long-range threat and of whom they are very envious, because the Chinese get much more of their oil from the Middle East than we do, and the skyrocketing price would hurt them even more than us. Third, who would then be totally dependent on the Russians? The West Europeans. And fourth, who would cash in like crazy? The Kremlin.
Absolutely. That is the way, more importantly, how the Iranians would view it. They really can’t do much to the Israelis, despite all their bluster. The only thing they can do is unify themselves, especially nationalistically, to rally against us, and the mullahs might even think of it as a blessing.
How aggressive can Obama be in insisting to the Israelis that a military strike might be in America’s worst interest?

Did it surprise you that it took the Obama administration so long to do away with the missile-defense program? Is he setting firm lines that can’t be crossed, such as with Iran and Israel?
Well, Obama has been very impressive in refining our policy toward the world on a lot of issues, very impressive. But he has been relatively much less impressive in the follow-through.
You mean his policy sounds ideal but the follow-up isn’t good?
Not as precise, clear-cut, and forthcoming as would be desirable.
What would you like have seen already from this administration?
By now we should have been able to formulate a clearer posture on what we are prepared to do to promote a Palestinian-Israeli peace. Simply giving a frequent-traveler ticket to George Mitchell is not the same thing as policy. It took a long time to get going on Iran, but there is an excuse there, the Iranian domestic mess. And we are now eight months into the administration, and I would have thought by now we could have formulated a strategy that we would have considered “our” strategy for dealing with Iran and Pakistan. For example, the Carter administration, which is sometimes mocked, by now had in motion a policy of disarmament with the Russians, which the Russians didn’t like, but eventually bought; it had started a policy of normalization with the Chinese; it rammed through the Panama Canal treaty; and it was moving very, very openly toward an Israeli-Arab political peace initiative.
Where did the impetus come from in the Carter administration, and why aren’t we seeing it with Obama?
There was a closer connection between desire and execution. Also the president was not as deeply embroiled, and buffeted, by a very broad, and commendable and ambitious domestic program as President Obama is. I think the Republican onslaught to the president, the wavering of some Democrats, has vastly complicated not only his choices in foreign affairs, but even limited the amount of attention he can give to them.
Is there truth that the more issues he is embroiled in, the less he can act?
I don’t think it’s the number of issues; it’s how decisively a president acts. A president, in his first year, is at the peak of his popularity, and if he acts decisively, even if some oppose him, most will rally around him, out of patriotism, out of opportunism, out of loyalty, out of the crowd instinct, just a variety of human motives.
Some in the Obama administration have told me that it’s only just over half a year, and we are jumping to too early conclusions about anything. Are the early months more critical than other times in an administration?
The first year is decisive. How much you can set in motion the first year sets the tone for much of the rest of the term. In part, that’s because all these things take more than one year to complete. But the point is you want to have a dynamic start that carries momentum with it.
President Carter early on ran into strong opposition from American-based pro-Israeli lobbying groups that opposed the administration’s ideas for a peace initiative in the Middle East. What lesson should the Obama administration learn in formulating its own approach to an Israeli-Palestinian dialogue?
The lesson is if you are forthright in what you are seeking, you tend to mobilize support within the Jewish community. Because a majority of American Jews are liberal, and in the long run they know that peace in the Middle East is absolutely essential to Israel’s long-term survival.
Are you concerned about Afghanistan?
Quite unintentionally, but potentially and tragically, we are sliding into a posture which is beginning—and I emphasize the word “beginning”—to be reminiscent of what happened to the Soviets.
We have plenty of time to reverse course?
There is some time to reverse course. But time flies.

UNITED NATIONS — A United Nations fact-finding mission investigating the three-week war in Gaza last winter issued a highly critical report on Tuesday detailing what it called extensive evidence that both Israel and Palestinian militant groups took actions amounting to war crimes, and possibly crimes against humanity.
While the long-anticipated, 575-page report condemned rocket attacks by Palestinian armed groups against Israeli civilians, it reserved its harshest language for Israel’s treatment of the civilian Palestinian population in the Gaza Strip, both during the war and through the longer-term blockade of the territory.
The report called Israel’s military assault on Gaza “a deliberately disproportionate attack designed to punish, humiliate and terrorize a civilian population, radically diminish its local economic capacity both to work and to provide for itself, and to force upon it an ever increasing sense of dependency and vulnerability.”

Had Richard Goldstone not served as the head of the UN inquiry into the Gaza war, the accusations against Israel would have been harsher, Goldstone's daughter, Nicole, said in an interview conducted in Hebrew with Army Radio on Wednesday.
"My father took on this job because he thought he is doing the best thing for peace, for everyone, and also for Israel," Nicole Goldstone told Army Radio.
She added that her father wrestled with the decision to take on the task. "It wasn't easy [for him]," Nicole Goldstone said. "My father did not expect to see and hear what he saw and heard."
Nicole Goldstone, who currently lives in Canada with her family, spoke of her great love for Israel.
"Every time I dream of returning to the country or that my son will one day immigrate there," she told Army Radio.
"Israel is more important to me than anything. I'm not there at the moment, but my heart is always there."
Nicole Goldstone said she expects to host her father for the upcoming Rosh Hashanah holiday.

Richard Goldstone, former judge of South Aftica’s Constitutional Court, the first prosecutor at The Hague on behalf of the International Criminal Court for Former Yugolavia, and anti-apartheid campaigner reports that he was most reluctant to take on the job of chairing the UN fact-finding mission charged with investigating allegations of war crimes committed by Israel and Hamas during the three week Gaza War of last winter. Goldstone explains that his reluctance was due to the issue being “deeply charged and politically loaded,” and was overcome because he and his fellow commissioners were “professionals committed to an objective, fact-based investigation,” adding that “above all, I accepted because I believe deeply in the rule of law and the laws of war,” as well as the duty to protect civilians to the extent possible in combat zones. The four-person fact-finding mission was composed of widely respected and highly qualified individuals, including the distinguished international law scholar, Christine Chinkin, a professor at the London School of Economics. Undoubtedly adding complexity to Goldstone’s decision is the fact that he is Jewish, with deep emotional and family ties to Israel and Zionism, bonds solidified by his long association with several organizations active in Israel.
Despite the impeccable credentials of the commission members, and the worldwide reputation of Richard Goldstone as a person of integrity and political balance, Israel refused cooperation from the outset. It did not even allow the UN undertaking to enter Israel or the Palestinian Territories, forcing reliance on the Egyptian government to facilitate entry at Rafah to Gaza. As Uri Avnery observes, however much Israel may attack the commission report as one-sided and unfair, the only plausible explanation of its refusal to cooperate with fact-finding and taking the opportunity to tell its side of the story was that it had nothing to tell that could hope to overcome the overwhelming evidence of the Israeli failure to carry out its attacks on Gaza last winter in accordance with the international law of war. No credible international commission could reach any set of conclusions other than those reached by the Goldstone Report on the central allegations.
In substantive respects the Goldstone Report adds nothing new. Its main contribution is to confirm widely reported and analyzed Israeli military practices during the Gaza War. There had been several reliable reports already issued, condemning Israel’s tactics as violations of the laws of war and international humanitarian law, including by Amnesty International, Human Rights Watch, and a variety of respected Israeli human rights groups. Journalists and senior United Nations civil servants had reached similar conclusions. Perhaps, most damning of all the material available before the Goldstone Report was the publication of a document entitled “Breaking the Silence,” containing commentaries by thirty members of the Israel Defense Forces who had taken part in Operation Cast Lead (the Israeli official name for the Gaza War). These soldiers spoke movingly about the loose rules of engagement issued by their commanders that explains why so little care was taken to avoid civilian casualties. The sense emerges from what these IDF soldiers who were in no sense critical of Israel or even of the Gaza War as such, that Israeli policy emerged out of a combination of efforts ‘to teach the people of Gaza a lesson for their support of Hamas’ and to keep IDF casualties as close to zero as possible even if meant massive death and destruction for innocent Palestinians.
Given this background of a prior international consensus on the unlawfulness of Operation Cast Lead, we must first wonder why this massive report of 575 pages has been greeted with such alarm by Israel and given so much attention in the world media. It added little to what was previously known. Arguably, it was more sensitive to Israel’s contentions that Hamas was guilty of war crimes by firing rockets into its territory than earlier reports had been. And in many ways the Goldstone Report endorses the misleading main line of the Israeli narrative by assuming that Israel was acting in self-defense against a terrorist adversary. The report focuses its criticism on Israel’s excessive and indiscriminate uses of force. It does this by examining the evidence surrounding a series of incidents involving attacks on civilians and non-military targets. The report also does draw attention to the unlawful blockade that has restricted the flow of food, fuel, and medical supplies to subsistence levels in Gaza before, during, and since Operation Cast Lead. Such a blockade is a flagrant instance of collective punishment, explicitly prohibited by Article 33 of the Fourth Geneva Convention setting forth the legal duties of an occupying power.
All along Israel had rejected international criticism of its conduct of military operations in the Gaza War, claiming that the IDF was the most moral fighting force on the face of the earth. The IDF conducted some nominal investigations of alleged unlawful behavior that consistently vindicated the military tactics relied upon and steadfastly promised to protect any Israeli military officer or political leader internationally accused of war crimes. In view of this extensive background of confirmed allegation and angry Israeli rejection, why has the Goldstone Report been treated in Tel Aviv as a bombshell that is deeply threatening to Israel’s stature as a sovereign state? Israel’s president, Shimon Peres, calling the report “a mockery of history” that “fails to distinguish the aggressor and a state exercising the right of self-defense,” insisting that it “legitimizes terrorist activity, the pursuit of murder and death.” More commonly Israel’s zealous defenders condemned the report as one-sided, biased, reaching foregone conclusions, and emanating from the supposedly bastion of anti-Israeli attitudes at the UN’s Human Rights Council. This line of response to any criticism of Israel’s behavior in occupied Palestine, especially if it comes from the UN or human rights NGOs is to cry “foul play!” and avoid any real look at the substance of the charges. It is an example of what I call ‘the politics of deflection,’ attempting to shift the attention of an audience away from the message to the messenger. The more damning the criticism, the more ferocious the response. From this perspective, the Goldstone Report obviously hit the bullsye!
Considered more carefully, there are some good reasons for Israel’s panicked reaction to this damning report. First, it does come with the backing of an eminent international personality who cannot credibly be accused of anti-Israel bias, making it harder to deflect attention from the findings no matter how loud the screaming of ‘foul play.’ Any fair reading of the report would show that it was balanced, was eminently mindful of Israel’s arguments relating to security, and indeed gave Israel the benefit of the doubt on some key issues. Secondly, the unsurprising findings are coupled with strong recommendations that do go well beyond previous reports. Two are likely causing the Israeli leadership great worry: the report recommends strongly that if Israel and Hamas do not themselves within six months engage in an investigation and followup action meeting international standards of objectivity with respect to these violations of the law of war, then the Security Council should be brought into the picture, being encouraged to consider referring the whole issue of Israeli and Hamas accountability to the prosecutor of the International Criminal Court in The Hague. Even if Israel is spared this indignity by the diplomatic muscle of the United States, and possibly some European governments, the negative public relations implications of a failure to abide by this report could be severe.
Thirdly, whatever happens in the UN System, and at the Human Rights Council in Geneva, the weight of the report will be felt by world public opinion. Ever since the Gaza War the solidity of Jewish support for Israel has been fraying at the edges, and this will likely now fray much further. More globally, a very robust boycott and divestment movement was gaining momentum ever since the Gaza War, and the Goldstone Report can only lend added support to such initiatives. There is a growing sense around the world that the only chance for the Palestinians to achieve some kind of just peace depends on the outcome over the symbols of legitimacy, what I have called the Legitimacy War. Increasingly, the Palestinians have been winning this second non-military war. Such a war fought on a global political battlefield is what eventually and unexpectedly undermined the apartheid regime in South Africa, and has become much more threatening to the Israeli sense of security than has armed Palestinian resistance.
A fourth reason for Israeli worry stemming from the report, is the green light given to national courts throughout the world to enforce international criminal law against Israelis suspects should they travel abroad and be detained for prosecution or extradition in some third country. Such individuals could be charged with war crimes arising from their involvement in the Gaza War. The report in this way encourages somewhat controversial reliance on what is known among lawyers as ‘universal jurisdiction,’ that is, the authority of courts in any country to detain for extradition or to prosecute individuals for violations of international criminal law regardless of where the alleged offenses took place. Reaction in the Israeli media reveals that Israeli citizens are already anxious about being apprehended during foreign travel. As one law commentator put it in the Israeli press, “From now on, not only soldiers should be careful when they travel abroad, but also ministers and legal advisers.” It is well to recall that Article 1 of the Geneva Conventions calls on states throughout the world “to respect and ensure respect” for international humanitarian law “in all circumstances.” Remembering the efforts in 1998 of several European courts to prosecute Augusto Pinochet for crimes committed while he was head of state in Chile, is a reminder that national courts can be used to prosecute political and military leaders for crimes committed elsewhere than in the territory of the prosecuting state.
Of course, Israel will fight back. It has already launched a media and diplomatic blitz designed to portray the report as so one-sided as to be unworthy of serious attention. The United States Government has already disappointingly appeared to endorse this view, and repudiate the central recommendation in the Goldstone Report that the Security Council be assigned the task of implementing its findings. The American Ambassador to the UN, Susan Rice, evidently told a closed session of the Security Council on September 16, just a day after the report was issued, that “[w]e have serious concerns about many recommendations in the report.” Elaborating on this, Ambassador Rice indicated that the UN Human Rights Council, which has no implementing authority, is the only proper venue for any action to be taken on the basis of the report. The initial struggle will likely be whether to follow the recommendation of the report to have the Security Council refer the issues of accountability to the International Criminal Court, which could be blocked by a veto from the United States or other permanent members.
There are reasons to applaud the forthrightness and comprehensiveness of the report, its care, and scrupulous willingness to conclude that both Israel and Hamas seem responsible for behavior that appears to constitute war crimes, if not crimes against humanity. Although Israel has succeeded in having the issue of one-sidedness focus on fairness to Israel, there are also some reasons to insist that the report falls short of Palestinian hopes. For one thing, the report takes for granted, the dubious proposition that Israel was entitled to act against Gaza in self-defense, thereby excluding inquiry into whether crimes against the peace in the form of aggression had taken place by the launching of the attack. In this respect, the report takes no notice of the temporary ceasefire that had cut the rocket fire directed at Israel practically to zero in the months preceding the attacks, nor of Hamas’ repeated efforts to extend the ceasefire indefinitely provided Israel lifted its unlawful blockade of Gaza. Further it was Israel that had seemed to provoke the breakdown of the ceasefire when it launched a lethal attack on Hamas militants in Gaza on November 4, 2008. Israel disregarded this seemingly available diplomatic alternative to war to achieve security on its borders. Recourse to war, even if the facts justify self-defense, is according to international law, a last resort. By ignoring Israel’s initiation of a one-sided war the Goldstone Report accepts the dubious central premise of Operation Cast Lead, and avoids making a finding of aggression. ...

Settling for Failure in the Middle East By Stephen M. Walt, Sunday, September 20, 2009
Like so many of his predecessors, President Obama is quickly discovering that persuading Israel to change course is nearly impossible.
Obama came to office determined to achieve a two-state solution between Israelis and Palestinians. His opening move was to insist that Israel stop building settlements in the West Bank and East Jerusalem -- a tough line aimed at bolstering Palestinian President Mahmoud Abbas and persuading key Arab states to make conciliatory gestures toward Israel. These steps would pave the way for the creation of a viable Palestinian state and the normalization of Israel's relations with its Arab neighbors, and also help rebuild America's image in the Arab and Muslim world.
Unfortunately, Israeli Prime Minister Binyamin Netanyahu has no interest in a two-state solution, much less ending settlement expansion. He and his government want a "greater Israel," which means maintaining effective control of the West Bank and Gaza. His response to Obama's initiative has ranged from foot-dragging to outright defiance, with little pushback from Washington.
This situation is a tragedy in the making between peoples who have known more than their share. Unless Obama summons the will and skill to break the logjam, a two-state solution will become impossible and those who yearn for peace will be even worse off than before.
Netanyahu initially claimed in early June that the Bush administration had assured Israel that "natural growth" of the existing settlement blocs was permissible -- an assertion that Secretary of State Hillary Rodham Clinton and other officials promptly denied. Netanyahu further declared that 2,500 housing units under construction would be completed. He then made a minor concession after Obama's June address to the Muslim world in Cairo, slipping a single reference to a "demilitarized Palestinian state" into an otherwise uncompromising speech at Bar-Ilan University. The onerous conditions that Netanyahu demanded of such a state made it clear that he was merely tossing Obama a bone to avoid clashing with a then-popular U.S. president.
Netanyahu's stance hardened as Obama's approval ratings slipped. In July, after U.S. officials tried to halt an Israeli plan to convert an old Arab hotel into 20 Jewish apartments in Sheik Jarrah -- an Arab neighborhood in East Jerusalem -- Netanyahu told his Cabinet that "Jerusalem is not a settlement, and there is nothing to discuss about a freeze there." Underscoring the point, Israeli authorities expelled two Arab families in Sheik Jarrah from homes they had inhabited for 50 years.
Then last month, an unnamed "senior U.S. official" told reporters that peace talks might resume without an agreement to halt all settlement construction, and Netanyahu reiterated that he opposed a complete freeze. A few days later, Israel authorized construction of hundreds of additional housing units in the West Bank. In response, the White House merely said that it "regretted" this action, adding that the "U.S. commitment to Israel's security is and will remain unshakeable." Three days later, the Israel Lands Administration issued tenders for 468 new apartments in East Jerusalem. And just a week ago, Netanyahu announced that a complete freeze on settlement building "will not happen" and that construction in Jerusalem "would continue as normal."
Why is Netanyahu defying Obama so openly? Because he has long been committed to the dream of a "greater Israel," and the only Palestinian state he might accept would be an archipelago of disconnected enclaves under de facto Israeli control. His Cabinet is even more hard-line, which means his government would collapse if he made meaningful concessions. Furthermore, attempting to remove a substantial portion of the 300,000-plus settlers living in the West Bank could trigger a violent reaction within Israel, possibly even putting Netanyahu at risk of suffering the fate of former primer minister Yitzhak Rabin, who was assassinated by a Jewish extremist in 1995.
Some observers say that Netanyahu's decision to authorize new housing units is merely a sop to his right-wing colleagues and that he will eventually agree to a temporary freeze on settlements and serious negotiations with the Palestinians. But even if he does, history suggests that any pledge to stop settlement expansion would be meaningless. Previous Israeli governments also promised to halt settlement building, most recently in the 2003 "Road Map" agreement that set a formal timetable for Middle East peace. Yet despite these promises, the number of settlers has more than doubled since the early 1990s and has grown by about 5 percent annually since Israel formally accepted the "Road Map" in May 2003.
Nor is settlement expansion the work of a handful of rebellious religious extremists. Labor and Likud governments have backed this enterprise with economic subsidies, essential infrastructure and military protection, as well as an array of roads, checkpoints and security barriers. In demanding a freeze, Obama is attempting to get Israel to halt a project that its major political parties have pursued for more than 40 years. And even though Israel receives more than $3 billion each year from the United States, his efforts to halt expansion and achieve a two-state solution will probably fail.
Why is Obama letting Netanyahu thwart his efforts? To begin with, the president has too much on his plate -- the economic crisis, the health-care battle, Afghanistan, Iran's nuclear problem -- so the attention he can devote to Israeli-Palestinian peace is limited.
And then there is the Israel lobby. The good news is that there is a new pro-Israel organization, J Street, which is committed to the two-state solution and firmly behind Obama. The bad news is that the American Israel Public Affairs Committee (AIPAC) and other defenders of the status quo remain powerful, and they will surely oppose any attempt to pressure Netanyahu. In May, for example, AIPAC drafted a letter warning Obama to "work closely and privately" with Israel. It garnered 329 signatures in the House and 76 names in the Senate. During the August recess, 56 members of Congress visited Israel, and House Majority Leader Steny H. Hoyer (D-Md.) told reporters that it was a mistake to make settlement construction the key issue and that there was a "significant difference" between settlements in the West Bank and those in East Jerusalem.
If Obama tries to make aid to Israel conditional on a settlement freeze, Congress will simply override him. Putting real pressure on Israel risks alienating key politicians and major Democratic fundraisers, as well as Israel's supporters in the media, imperiling the rest of Obama's agenda and conceivably his prospects for reelection. Moreover, several of Obama's top advisers, such as Dennis Ross, are enthusiastic supporters of America's "special relationship" with Israel and would almost certainly oppose using U.S. leverage to force Israeli concessions. Obama and special envoy George Mitchell are negotiating with one hand tied behind their backs, and Netanyahu knows it.
If tangible progress toward a viable Palestinian state does not happen soon, however, Abbas and other moderate Palestinians will only be weakened and radical groups such as Hamas only strengthened. Obama's commitment to two states for two peoples, and his declaration in Cairo that "it is time for these settlements to stop," will sound hollow. Israel will be stuck repressing millions of angry Palestinians and will increasingly resemble an apartheid state. As former prime minister Ehud Olmert put it in 2007, failure to achieve a two-state solution will force Israel into a "South-African style struggle." And if that happens, he warned, "Israel is finished."
Obama said in Cairo that a two-state solution is "in Israel's interest, Palestine's interest, America's interest and the world's interest." He's right, but it's not the rest of the world that needs to get behind this vision. It is the Israelis who have to be convinced, and that will take sustained U.S. pressure. To succeed, Obama must use his bully pulpit to explain to the American people that the two-state solution is by far the best outcome for Israel and that time is running out. If he does not get that message across, he will become the latest in a long line of U.S. presidents who tried to end this conflict -- and failed.
