The Syrian opposition is willing to give up claims to the Golan Heights
in return for cash and Israeli military aid against President Bashar
Assad, a top opposition official told Al Arab newspaper, according to a
report in Al Alam.

"Why shouldn’t we be able to sell the Golan Heights because it is better
than losing Syria and Golan at once," Kamal al-Labwani, a prominent
member of the Syrian opposition, told the Arab newspaper, according Al
Alam, an Arabic language Iran state-owned media outlet.

The Western-backed militant groups want Israel to enforce a no-fly zone
over parts of southern Syria to protect rebel bases from air strikes by
Assad's forces, according to the report.

Syrian government forces backed by Hezbollah militants took full control
of the town of Yabroud on Sunday after driving out rebels, helping
President Bashar Assad secure the land route linking the capital
Damascus to Aleppo and the Mediterranean coast on the third anniversary
of Syria’s civil war.

The fall of Yabroud, the last rebel bastion near the Lebanese border,
could choke off a vital insurgent supply line from Lebanon and
consolidate government control over a swathe of territory from Damascus
to the central city of Homs.

Exclusive: Israel Is Tending to Wounded Syrian Rebels

Israel is quietly cultivating ties with moderate Syrian rebel groups
operating along the country’s U.N.-monitored cease-fire line with Syria,
providing medical care and other unidentified supplies to the insurgents
while potentially extracting a valuable vein of intelligence on the
activities of President Bashar al-Assad’s army as well as extremist
opposition forces within Syria.

In the past three months, battle-hardened Syrian rebels have transported
scores of wounded Syrians across a cease-fire line that has separated
Israel from Syria since 1974, according to a 15-page report by U.N.
Secretary-General Ban Ki-moon on the work of the U.N. Disengagement
Observer Force (UNDOF). Once in Israel, they receive medical treatment
in a field clinic before being sent back to Syria, where, presumably,
some will return to carry on the fight.

U.N. blue helmets responsible for monitoring the decades-old cease-fire
report observing armed opposition groups "transferring 89 wounded
persons" from Syrian territory into Israel, where they were received by
members of the Israel Defense Forces, according to the report. The IDF
returned 21 Syrians to armed opposition members back in Syria, including
the bodies of two who died.

"Throughout the reporting period, UNDOF frequently observed armed
members of the opposition interacting with the IDF across the cease-fire
line," according to the report. "On one occasion UNDOF observed the IDF
on the Alpha side [inside Israel] handing over two boxes to armed
opposition on the Bravo side [inside Syria]."

U.N. officials worry that rising instability in the cease-fire zone
could ultimately threaten the uneasy peace along the Syria-Israel line
of separation. Although the cease-fire between Israel and Syria has
largely held, Israeli forces on March 18 and 19 fired on Syrian troops,
killing two Syrian soldiers and wounding 17 others, marking the "most
significant violation" of the truce in its 40-year history. Israel says
it fired on the Syrian position in response to the Syrians’ placement of
an improvised explosive device that injured four Israeli soldiers, one
seriously.

"The ongoing military activities in the area of separation continue to
have the potential to heighten tensions between Israel and the Syrian
Arab Republic and to jeopardize the cease-fire between the two
countries, in addition to heightening the risk to United Nations
personnel," Ban wrote. "I call on the government of the Syrian Arab
Republic to stop the use of airstrikes, which cause suffering to the
civilian population," Ban wrote. "I also once again condemn the horrific
atrocities committed by some armed members of the opposition."

The Israeli government has been providing medical assistance to Syria’s
wounded for more than a year. In February, Prime Minister Benjamin
Netanyahu paid a visit to a military field hospital in the Golan Heights
in a tour aimed at contrasting Israel’s humanitarianism with that of
Iran, one of Syria’s military backers, claiming it was arming,
financing, and training Syrian forces responsible for killing and
wounding Syrian civilians.

Lt. Col. Peter Lerner, a spokesman for the IDF, said the Israeli
government has provided medical assistance to more than 1,000 Syrians
over the past 14 months. "We give medical aid to people who are in dire
need," he said in a telephone interview. "We don’t do any vetting or
check where they are from or which group they are fighting for, or
whether they are civilians."

A senior aide to Russian President Vladimir Putin has accused Israel's
Mossad of training Islamic State (aka ISIS) terrorists operating in Iraq
and Syria, Iran's Press TV reports.

Alexander Prokhanov told the state-controlled news outlet that Mossad is
also likely to have transferred some of its “spying experience” to the
leadership of ISIS, even as Israeli military advisers assisted the
terrorists in other ways.

Prokhanov said ISIS is a byproduct of US policies in the Middle East. [...]

Israel's ISIL

The scourge known as the "Islamic" State of Iraq and the Levant (ISIL),
also known as the Islamic State of Iraq and Sham (ISIS) and the Islamic
State (IS), has long been in the making: in the think tanks and military
planning offices of Israel. The plan to have a group like ISIL rend
apart the Arab nation-states of the Middle East is enshrined in two
Israeli policies: "A Strategy for Israel in the Nineteen Eighties"
written in 1982 by former Israeli Foreign Ministry official Oded Yinon
and "A Clean Break: A New Strategy for Securing the Realm", largely
written American neo-conservative war hawk Richard Perle for Israeli
Prime Minister Binyamin Netanyahu and issued in 1996. The latter report
included contributions from Perle's fellow Israeli agents-of-influence
who have migrated in and out of sensitive United States government
positions: Douglas Feith and David and Meyrav Wurmser. The group of
neocons hired by Netanyahu, known as the "Study Group on A New Israeli
Strategy Toward 2000", have dominated U.S. Middle Eastern policy for
over two decades and it was this group that was responsible for the
disastrous U.S. policies that led to the occupation of Iraq and
involvement in radical Islamic rebellions in Libya and Syria.

The policy-making boiler shops that assisted in the foundation of ISIL
in Syria and Iraq to implement the Yinon and Clean Break plans are
located within the greater Washington, DC area within such pro-Israeli
non-profit organizations as the Jewish Institute for National Security
Affairs (JINSA), the Washington Institute for Near East Policy (WINEP),
and the Institute for Advanced Strategic and Political Studies (IASPS).

The Clean Break policy was long in the making for Netanyahu, who first
floated the concept of a Greater Israel or "Eretz Israel" dominating its
Arab neighbors through fratricidal civil wars at the Jerusalem
Conference on International Terrorism convened by The Jonathan Institute
on July 2, 1979. The Jonathan Institute is named after Netanyahu's
Israeli commando brother, Jonathan Netanyahu, killed in the 1976 Israeli
raid on Entebbe Airport in Uganda in order to free hostages aboard a
hijacked Air France jetliner. British intelligence documents later
revealed that Netanyahu died in a false flag operation designed by
Mossad to create a wave of sympathy for Israel in France and other
countries.

The Yinon Plan, like the "Clean Break" crafted by Netanyahu's neocon
American Jewish brain trust, called for scrapping the entire Palestinian
peace process and effectively annexing and absorbing the West Bank, East
Jerusalem, the Golan Heights, and Gaza. Recent Israeli proposals to
forcibly resettle Palestinians from Gaza and the West Bank in Egypt's
Sinai Desert under quasi-Israeli suzerainty indicates that Israel
continues to have designs on a Gaza Strip forcibly depopulated of its
Palestinian residents.

The Yinon Plan, which was published in the Kivunim Journal for Judaism
and Zionism, foresaw the breakup of Lebanon, Syria, Iraq, Egypt, and
Arabia into ethnic- and sectarian-based mini-states that would be at war
with one another. These included at the very least a Sunni state, a
Shi'a state, and a Kurdish state in Iraq.

The Yinon Plan states:

"Iraq, rich in oil on the one hand and internally torn on the other, is
guaranteed as a candidate for Israel's targets. Its dissolution is even
more important for us than that of Syria. Iraq is stronger than Syria .
. . Every kind of inter-Arab confrontation will assist us in the short
run and will shorten the way to the more important aim of breaking up
Iraq into denominations as in Syria and in Lebanon. In Iraq, a division
into provinces along ethnic/religious lines as in Syria during Ottoman
times is possible. So, at least three states will exist around the three
major cities: Basra, Baghdad and Mosul, and Shi'ite areas in the south
will separate from the Sunni and Kurdish north . . . The entire Arabian
Peninsula is a natural candidate for dissolution due to internal and
external pressures, and the matter is inevitable especially in Saudi
Arabia."

The appearance of ISIL on the scene, with its logistical, military,
financial, and intelligence support from Israel, fulfills the plans of
both Yinon and Netanyahu. Israel now stands ready to capitalize on the
mayhem created by ISIL. In some respects, Netanyahu has modified the
Yinon and Clean Break plans. ISIL is intent on establishing a single
Sunni caliphate over all of Iraq and Syria while subjecting the Kurds,
Shi'as, and other minorities to forced conversions to the Wahhabist
Sunni sect or, otherwise, execution. [...]

Although ISIL receives much of its funding from Saudi Arabia, Qatar, and
the Gulf emirates, its ideological mentor remains Israel. No Israeli
politician or military leader has suggested ISIL poses any threat to the
Jewish state. Apprentices seldom threaten their masters. Saudi Prince
Alwaleed bin Talal, an investor in the Rupert Murdoch's neocon and
fanatical pro-Israel News Corporation, has indicated that there exists
an alliance of Israel, Saudi Arabia, Qatar, Turkey, and Kuwait. This
unholy alliance that is using ISIL as its vanguard is also seeking to
redraw the borders of the Middle East pursuant to the Yinon and Clean
Break plans. This true "axis of evil" threatens Iran and Egypt in the
short term and, in the long run, Russia and China.

UN troops monitoring the 1974 ceasefire between Israel and Syria have
witnessed interactions between members of the Israeli Defence Forces and
the Al Nusra Front who have taken over a large part of the Golan Heights.

The information is included in a report by Ban Ki-moon to the Security
Council issued on Thursday on the activities of the UN Disengagement
Observer Force. The peacekeeping mission was forced to relocate its
troops from the Golan because of a deteriorating security situation
which included 45 Fijian troops kidnapped by the rebels in August.

In the report Ban writes, “Following the evacuation of UNDOF personnel
from position 85 on 28 August, UNDOF sporadically observed armed members
of the opposition interacting with IDF across the ceasefire line in the
vicinity of United Nations position 85.” [see map]

The bulk of the 930-strong UNDOF force have relocated to the Israeli
(Alpha) side of the ceasefire line while the mission maintains some
positions in southern and northern (Mount Hermon) parts of the Golan
Heights. Because of the limited capacity to perform its mandate, Ban has
recommended reducing the force by some 200 troops.

In their hasty withdrawal from positions in the Golan in mid-September,
the troops were unable to secure all of their assets. “Unfortunately
some assets and equipment were left behind,” Ban writes. UN Tribune
reported in September that Al Nusra had previously seized several UN
armored vehicles as well as taken command of facilities the UN had vacated.

Ban identifies Al Nusra as the group behind the kidnapping of the UN
troops. “It should be noted here that from information posted on social
media as well as in the course of its efforts to secure the release of
the peacekeepers, the United Nations learned that its personnel had been
taken and held by members of the Nusra Front. There were indications
that the Nusra Front intended to detain additional UNDOF personnel and
take from UNDOF more weapons and vehicles as opportunities arose.”

In the report, Ban writes that the Syrian government had threatened to
bomb camps hosting IDPs in the Golan Heights.

“During the reporting period, UNDOF observed two tented camps housing
internally displaced persons in the vicinity of United Nations position
80…UNDOF estimates that from 60 to 70 families live in the camps…Late in
September, the Senior Syrian Arab Delegate sent a letter to the UNDOF
Force Commander stating that the camps for internally displaced persons
were not used for humanitarian reasons but as a base for “armed
terrorist” groups who also crossed to the Alpha side. The Delegate
requested that UNDOF remove the camps within a period of 15 days, after
which the camps would be considered a legitimate target for the Syrian
armed forces.”

UNDOF informed the Syrian delegate that it was not in its mandate to
relocate civilians displaced by conflict and urged that no attack be
carried out. In addition, the ICRC were informed of the Syrian request,
the report states.

It also says that Syrian forces have withdrawn from a number of
locations in the ceasefire area. “Over the course of the reporting
period, the Syrian armed forces withdrew from additional positions and
checkpoints in the areas of separation and limitation, leaving armed
groups in control of more territory in the UNDOF area of operations.”

For much of the length of the Syrian rebellion, news media have claimed
that Israel has maintained neutrality between Pres. Assad and the
rebels. Israel officially makes the same claim. But this is not true and
has never been true. At least five times the IAF has attacked Syrian
government positions, in several cases in an attempt to destroy advanced
Russian weapons being shipped to Hezbollah, Assad’s ally. A few weeks
ago, Israel shot down a Syrian plane it claimed had strayed yards into
Israeli territory after it had returned to Syria, another breach of
Syrian territorial sovereignty.

In the past few days, Lebanese media reports the army fired on Israeli
drones inside Lebanese airspace in the Bekaa Valley. By one account, the
drones were monitoring a Syrian airport on behalf of rebels forces who
were trying to take it from loyalist troops.

Now, the UN peacekeeping force on the Israel-Syria border, which has
been under threat from Syria rebels, reports on the increasing level of
explicit support offered by the Israeli military to the rebels. Some
time ago, I reported about a FoxNews story which filmed Israeli
commandos inside Syria, returning from operation in support of Golani
Syrian Druze forces opposed to Assad.

The latest report shows not only that Israel has accepted wounded rebel
fighters for medical treatment inside Israel, it is accepting them from
those who are the most radical Islamists among them: the al-Nusra Front:

   In the [Israeli hospital in Safed], they’re careful to present in a
positive light the work to save the lives of those [Syrians] who need
it: children, female non-combatants, refugees and even fighters from the
Islamist al-Nusra Front.

Though some local Israelis resent the intensive and expensive medical
treatment offered the Syrians, even going so far as to say “they would
slaughter us if they had the chance, it’s in their blood,” reasons of
state prevail in this matter. In fact, treating Syrians who are fresh
from the battle zone is a terrific means of picking up intelligence and
recruiting Israeli agents. The Shin Bet already does this by
blackmailing Palestinians to spy in return for offering superior Israeli
medical treatment for family members. This is one of the many odious
ways in which it recruits some of the agents who may end up executed
someday by Hamas after being abandoned to their fates by their Israeli
handlers.

Israel has even established (Hebrew source) a Camp Ashraf-style Syrian
rebel encampment just inside Israeli territory on the border (watch
Israeli TV video):

   UN observers stated that tents were set up about 300 meters from the
Israeli position for some 70 families of Syrian deserters. The Syrian
army sent a letter of complaint to UNDOF in September, claiming this
tent camp was a base for “armed terrorists” crossing the border into
Israel. The Syrians also warned that if the UN would not evacuate the
tent camp, the Syrian army would view it as a legitimate target.

This would be a huge red flag to Assad, indicating Israel was prepared
to escalate its intervention by permitting rebels to operate openly
inside Israel and engaging in cross border sabotage-terror operations.
Clearly, it’s in Israel’s interest to create maximum instability inside
Syria in order to harm the interests not just of Assad, but his chief
allies Iran and Hezbollah. Despite the fact that Sunni Islamist rebels
are enemies of Israel and Zionism, in Israel’s current policy
trajectory, the enemy of its enemy is its friend. However, one must
remember that in the Middle East, one’s current ally can quickly turn
into one’s worst nightmare: witness the Afghani mujahadeen alliance with
the CIA under in the Reagan presidency; and Israel’s own covert efforts
to found both Hamas and Hezbollah to counter the impact of the
secularist Fatah in Palestine and Lebanon.

Whatever any Israeli may say about this, do not tell me this is a
generous humanitarian gesture on Israel’s part. It’s nothing of the
sort. It’s a move calculated purely for intelligence and political
advantage.

IDF Embraces Syrian Islamist Extremists

If the Israeli government isn't paying big bucks to Daniel Pipes to
advise it on strategic military-political policy, it should be.  When
the Syrian civil war first began, Pipes wrote that Israel should favor
whichever side was losing and hope both sides fought each other to a
bloody stalemate.  The more Arab blood spilled the better.  It was a
classic iteration of the British colonial Òdivide and conquerÓ strategy.
  To further your own control, you set all the factions and sects
against each other.  You ultimately side with the less powerful group
and give it just enough support to ensure stalemate with the most
powerful ethnic group.  That way you keep the 'natives' at bay and
yourself in control.  If you're afraid of an external neighboring,
encourage instability and unrest by supporting dissident groups.

This is precisely what Israel has done regarding Iran, where the Mossad
funded domestic terror by the MeK and the Sunni group, Jundallah.  Meir
Dagan, in an interview I featured here, spoke explicitly of this as an
attempt to sabotage Iran's government so that it would be a weaker
rival.  A modified version of this is operative in Syria as well.
Israel's goal is not to live in peace with its neighbors, but to ensure
they are perpetually weak and divided.

Though in the beginning it appeared the Syrian rebels might have the
upper hand, within the past year momentum has shifted to the regime.
Israel, while claiming neutrality has, almost from the beginning,
intervened against Assad.  This is less because of what Assad
represents, and much more because his chief allies are Israel's sworn
enemies, Iran and Hezbollah.

Until recently, Israeli intervention mainly took the form of air attacks
which attempted to destroy advanced Russian or Iranian weapons systems
transiting Syria on their way to Hezbollah in Lebanon.  Israeli war
planes attacked such weapons convoys and installations at least six
times over the past year or more.  Another facet of Israeli intervention
has been continuing collaboration between IDF special forces and Syrian
Druze rebels. Over a year ago, FoxNews reported an Israeli unit crossed
the border to liaise with Golani Druze rebels..

In the past month, UN peacekeeping forces have noted equally unusual IDF
activity on or near the border.  I've already posted about the
establishment of what appears to be an Islamist rebel base under Israeli
protection and directly on the border.  They've also noted packages of
what appear to be military supplies ferried over the border by the IDF
into Syria.  What's astonishing about this is which rebels Israel is
helping.  They are not the Free Syrian Army, known as a ÒmoderateÓ
entity within the rebel movement, as it appears largely a spent force.
Instead, they're allied with the al-Nusra Front, a former Al Qaeda
affiliate.  A number of media outlets have reported this.  But the most
recent is one from Le Canard Enchaine, which claims to be based on
French intelligence sources.  The story says that Israel is supplying
'military hardware' to the Islamist movement.

Remember this the next time you hear Bibi Netanyahu blather on about
Islamist extremism lurking on Israel's borders.  If Islamism truly
threatens Israel, why is Israel making common cause with it?  If the
Islamists were to win the war and took over Syria, how long would it be
before al-Nusra turned its sights on Israel itself?  Such phenomena have
already happened in Israel's history with regional Islamism.  As I've
written here, neither Hezbollah nor Hamas would have swept to prominence
and power as quickly without crucial early assistance from Israeli
intelligence.   In both cases, Israel's strategy was to sabotage the
power of Fatah within Palestinian and Lebanese societies.  The same
process could happen in Syria.

The difference is that Israel doesn't want al Nusra to win the war.  It
wants the rebels to fight the regime to a stalemate.  If it found the
rebels winning it might turn around and aid Assad.  It's purely cynical
self-interest as defined by which of two scuzzy enemies is least bad.

In this Maariv report, Jackie Hugi ponders a related important question:
if ISIS and al-Nusra are the confirmed Islamists they claim, why aren't
they attacking Israel? For example, I've speculated here that ISIS
must've had some inkling that Israeli-American captive, Steven Sotloff,
was Jewish.  Yet in none of its propaganda did it refer to this.  I
believe there are strategic reasons why it didn't.  Right now, Islamists
have their eyes on the prize that is most important to them: battling
their Shiite adversaries in Syria and Iraq.  They know that if they
succeed there is plenty of time later to turn their attention to other
enemies.  But taking on Shiites AND Israel is too much for anyone to
handle.  Here is Hugi:

    {quote} These contacts [between the IDF and rebels] go some way to
explaining why the armed rebels take pains not to attack Israel.  At
this time, they have a greater goal: to topple Assad and establish their
rule in territory they liberated from him.  If they perform acts of
terror against Israel they will create a second enemy, greater and more
dangerous than the Syrian regime, which could bring upon them disaster.

     It's possible that in future, if they succeed in their mission,
they will change this policy.  But in the meantime, the establishment of
contacts with Israel is an important part of creating a permanent
institutionalized presence in the region.

     ... Jerusalem must ask itself some difficult questions: can its bet
on the rebels pay off?  Or does stability on the northern border depend
on the continuation of the regime?  Support for these sectarian groups
carries many dangers.  Their trustworthiness fluctuates, as do the
figures who lead them.  He who today will not act against Israel may
change his spots [literally Òshed his skinÓ] tomorrow.

     ... Israeli policy over the past few decades has been characterized
by a series of bad bets.  At the end of the 1980s, it enabled Hamas to
rise from the midst of Gaza's Islamist groups.  It did this out of the
flawed assumption that this was the proper way to weaken FatahÉAs a
result [Israel] created its own Trojan Horse [within Palestine].

     With the IDF's entrance [sic] into Lebanon in 1982, Israel
disregarded the Shiites and rushed to ally itself with those it saw as
the most powerful in the land: the Christians.  So it paved the way for
Teheran to offer protection to the disadvantaged and enable the rise of
Hezbollah.

     Today, sometimes it seems like Israel doesn't realize the
advantages of the [Syrian] regime. {endquote}

When you watch the Vice hasbara video above touting the IDF's
humanitarian work caring for seriously wounded Syrian rebels, remember
the reason they're doing this. First, to curry favor with world media.
But even more importantly, to conceal the budding military-intelligence
alliance with former Al Qaeda fighters. Israel and Islamists conniving
together against Assad is bad optics.  There's nothing noble or
altruistic about it, though the Vice reporter allows his viewers to
believe this.  The cynicism inherent in the gesture points to the
Likudists making common cause with an enemy whose ideology they detest,
but with whom it's worth doing business to advance temporary national
interests.

So let me be the still small voice of morality here: if you believe your
cause is just and even noble, when you lie down with monsters, you wake
up with an indelible stain.  Everything good you represent is turned to
dust.

Finally, there is only one ÒgoodÓ thing to be said for al Nusra–they're
not ISIS.

Conservative Pat Buchanan once got in trouble by calling Capitol Hill
"Israeli occupied territory,"but even he might not imagine what's
happening now – with Israeli Prime Minister Netanyahu invited to address
a joint session of Congress to decry President Obama's foreign policy.

Showing who some in Congress believe is the real master of U.S. foreign
policy, House Speaker John Boehner has invited Israel's Prime Minister
Benjamin Netanyahu to address a joint session and offer a rebuttal to
President Barack Obama's comments on world affairs in his State of the
Union speech.

Boehner made clear that Netanyahu's third speech to a joint session of
the U.S. Congress – scheduled for Feb. 11 – was meant to counter Obama's
assessments. "There is a serious threat in the world, and the President
last night kind of papered over it," Boehner said on Wednesday. "And the
fact is that there needs to be a more serious conversation in America
about how serious the threat is from radical Islamic jihadists and the
threat posed by Iran."

The scheduling of Netanyahu's speech caught the White House off-guard,
since the Israeli prime minister had apparently not bothered to clear
his trip with the administration. The Boehner-Netanyahu arrangement
demonstrates a mutual contempt for this President's authority to conduct
American foreign policy as prescribed by the U.S. Constitution.

In the past when Netanyahu has spoken to Congress, Republicans and
Democrats have competed to show their devotion by quickly and frequently
leaping to their feet to applaud almost every word out of the Israeli
prime minister's mouth. By addressing a joint session for a third time,
Netanyahu would become only the second foreign leader to do so, joining
British Prime Minister Winston Churchill who never used the platform to
demean the policies of a sitting U.S. president.

Besides this extraordinary recognition of another country's leader as
the true definer of U.S. foreign policy, Boehner's move reflects an
ignorance of what is actually occurring on the ground in the Middle
East. Boehner doesn't seem to realize that Netanyahu has developed what
amounts to a de facto alliance with extremist Sunni forces in the region.

Not only is Israel now collaborating behind the scenes with Saudi
Arabia's Wahhabist leadership but Israel has begun taking sides
militarily in support of the Nusra Front, al-Qaeda's affiliate in the
Syrian civil war. A source familiar with U.S. intelligence information
on Syria said Israel has a "non-aggression pact"with Nusra forces that
control territory adjacent to the Israeli-occupied Golan Heights.

The quiet cooperation between Israel and al-Qaeda's affiliate was
further underscored on Sunday when Israeli helicopters attacked and
killed advisers to the Syrian military from Lebanon's Hezbollah and
Iran. In other words, Israel has dispatched its forces into Syria to
kill military personnel helping to fight al-Nusra. Iran later confirmed
that one of its generals had died in the Israeli strike.

Israel's tangled alliances with Sunni forces have been taking shape over
the past several years, as Israel and Saudi Arabia emerged as strange
bedfellows in the geopolitical struggle against Shiite-ruled Iran and
its allies in Iraq, Syria and southern Lebanon. Both Saudi and Israeli
leaders have talked with growing alarm about this "Shiite
crescent"stretching from Iran through Iraq and Syria to the Hezbollah
strongholds in Lebanon.

Many remember General Wesley Clark as the man who almost started World
War III by ordering the British to fire on Russian peacekeepers who
landed in the Kosovo capital, Pristina, before the Americans. British
commander of the international KFOR peacekeeping force, General Sir Mike
Jackson, is reported to have replied, "I'm not going to start the third
world war for you."

One of the most interesting things about Gen. Clark, however, is his
propensity to blurt fascinating things out every now and again.

Who can forget his interview with Amy Goodman back in 2007 where he
revealed that one of the top generals in the Pentagon had showed him a
memo from then-defense secretary Donald Rumsfeld not long after the 9/11
attack outlining US global war plans. According to Clark at the time,
the general said:

     [W]e're going to take out seven countries in five years, starting
with Iraq, and then Syria, Lebanon, Libya, Somalia, Sudan and, finishing
off, Iran.” I said, "Is it classified?” He said, "Yes, sir.” I said,
"Well, don't show it to me." And I saw him a year or so ago, and I said,
"You remember that?" He said, "Sir, I didn't show you that memo! I
didn't show it to you!"

Well Clark is back with another very interesting blurt.

Far from a spontaneously-arising root-of-all-evil organization, at least
according to General Wesley Clark, ISIS was created and funded by our
"closest allies." As the General said:

     ISIS got started through funding from our friends and allies... to
fight to the death against Hezbollah.

Which friends and allies, he did not say. But he did suggest that it has
become a "Frankenstein monster."

So the insider, Gen. Wesley Clark, informs us that our closest allies in
the Middle East have helped create ISIS -- the organization we are
spending billions of dollars to fight.

We do know that  Israel, Saudi Arabia, and the other Gulf States have
long been obsessed with fighting Hezbollah and Assad, and that both are
keen to keep the US fighting on their behalf in the region. Could these
be who he was thinking about?

Maybe rather than continue to expand the US military presence in the
region to fight ISIS, it's time for the US to have a really good talk
with its "allies" in the Middle East.

An under-noticed news report last week confirmed previously-held
suspicions and strong implications that Israeli troops are aiding the
Nusra Front, al-Qaeda's official Syrian affiliate.

Speaking to Israeli occupation troops last week, a Wall Street Journal
reporter on the ground in Mount Bental (part of the occupied Golan
Heights) found that Israeli troops receive wounded al-Qaeda fighters,
treat them in Israeli hospitals and send them back to continue fighting
against the government in Syria.

The Nusra Front in August overran the Qunaitra crossing, the checkpoint
between the Israeli-occupied and Syrian-controlled sectors of the Golan
Heights. Israeli invaded that region of south-west Syria in 1967 and has
illegally occupied most of the Golan Heights ever since.

As I pointed out in a previous column, the reports of UN peacekeeping
forces since Nusra took over the checkpoint were highly suggestive of
Israeli contacts and even military aid to the al-Qaeda rebels. But this
Wall Street Journal report has confirmed the fact.

"We don't ask who they are, we don't do any screening," the unnamed
Israeli military official told the paper of the hospital treatment of
al-Qaeda fighters. "Once the treatment is done, we take them back to the
border [sic - ceasefire line] and they go on their way [in Syria]," he said.

An unnamed military official also said there is an "understanding"
between Israeli forces and al-Qaeda fighters there and that "there is a
familiarity of the [al-Qaeda] forces on the ground". [...]

And now it seems that Israel is in a direct alliance with al-Qaeda in
Syria. This is a tactical alliance, meant purely to bleed the country
and prolong the civil war.

Read the quotes from Israeli officials in recent months about the Nusra
Front and you will see a strange sort of soft-peddling of the group,
casting them as a kind of "moderate al-Qaeda" if you will. [...]

Israeli-controlled Golan Heights offers a unique vantage point into how
the complexities of the Syrian war raging in the plains below are
increasingly straining Israel's ties with the U.S.

To the south of this overlook, from which UN and Israeli officers
observe the fighting, are the positions of Jabhat al-Nusra, the Syrian
branch of al-Qa'ida that the US has targeted with airstrikes.

Al-Nusra, however, hasn't bothered Israel since seizing the border area
last summer -- and some of its severely wounded fighters are regularly
taken across the frontier fence to receive treatment in Israeli hospitals.

To the north of Mount Bental are the positions of the Syrian government
forces and the pro-Iranian Shia militias such as Hezbollah, along with
Iranian advisers. Iran and these militias are indirectly -allied with
Washington in the fight against Islamic State in Iraq. But here in the
Golan, they have been the target of a recent Israeli airstrike. Israel
has also shot down a Syrian warplane and attacked weapons convoys

On Aug. 1, 2008, a small team of Israeli commandos entered the waters
near Tartus, Syria, and shot and killed a Syrian general as he was
holding a dinner party at his seaside weekend home. Muhammad Suleiman, a
top aide to the Syrian president, was shot in the head and neck, and the
Israeli military team escaped by sea.

While Israel has never spoken about its involvement, secret U.S.
intelligence files confirm that Israeli special operations forces
assassinated the general while he vacationed at his luxury villa on the
Syrian coast.

The internal National Security Agency document, provided by former NSA
contractor Edward Snowden, is the first official confirmation that the
assassination of Suleiman was an Israeli military operation, and ends
speculation that an internal dispute within the Syrian government led to
his death.

A top-secret entry in the NSA’s internal version of Wikipedia, called
Intellipedia, described the assassination by “Israeli naval commandos”
near the port town of Tartus as the “first known instance of Israel
targeting a legitimate government official.” The details of the
assassination were included in a “Manhunting Timeline” within the NSA’s
intelligence repository.

According to three former U.S. intelligence officers with extensive
experience in the Middle East, the document’s classification markings
indicate that the NSA learned of the assassination through surveillance.
The officials asked that they not be identified, because they were
discussing classified information.

The information in the document is labeled “SI,” which means that the
intelligence was collected by monitoring communications signals. “We’ve
had access to Israeli military communications for some time,” said one
of the former U.S. intelligence officers.

The former officer said knowledge within the NSA about surveillance of
Israeli military units is especially sensitive because the NSA has
Israeli intelligence officers working jointly with its officers at NSA
headquarters in Fort Meade, Maryland.

Brig. Gen. Suleiman was a top military and intelligence adviser to
Syrian leader Bashar al-Assad, and was suspected of being behind the
Syrian government’s efforts to facilitate Iran’s provision of arms and
military training to Hezbollah in neighboring Lebanon. Suleiman was also
reported to have been in charge of the security and construction of
Syria’s Al Kibar nuclear facility, which Israel destroyed in a 2007 air
attack. The NSA document described part of Suleiman’s responsibilities
as “sensitive military issues.”

Israel’s involvement in Suleiman’s assassination raises questions about
both the purpose of the killing, as well as whether Israel violated
international law in conducting the operation.

“The Israelis may have had many good reasons to kill [Suleiman],” said
Mary Ellen O’Connell, a professor of international law at Notre Dame.
“But under international law it’s absolutely clear that in Syria in
2008, they had no rights under the laws of war because at the time there
was no armed conflict. They had no right to kill General Suleiman.” [...]

The Israeli assassination of Suleiman came less than six months after a
joint Mossad-CIA team assassinated a top Hezbollah operative in the
heart of Damascus, according to several current and former U.S. military
and intelligence officials. U.S. and Israeli involvement in that attack,
which targeted Hezbollah operative Imad Mughniyeh, was first reported in
detail by the Washington Post. The CIA had long sought Mughniyeh for his
role in several terrorist attacks against Americans, including the 1983
Marine barracks bombing in Beirut, Lebanon, which left 241 American
service members dead.

campaign being waged by a frustrated and increasingly infuriated US
alliance.  Of course the usual triad has leapt into action. HRW, Avaaz
and the White Helmets.  Avaaz has produced one of its most poisonous and
misleading petitions to date.  The inevitable eyewitness statements
claim that Russia targeted civilian areas utterly free of ISIS
operatives.  These statements are already rendered questionable by the
evidence I have submitted above.

[...] In this disgusting display of blatant propaganda calling for the
long sought after no fly zone, Emma Ruby-Sachs, deputy director of Avaaz
makes the extraordinary statement “Russia says it’s bombing ISIS, but
eyewitnesses say their brutal attacks targeted areas way outside of ISIS
control. This will only sow instability and radicalisation and should be
an urgent wake-up call to the US and its allies to enforce a targeted
no-fly zone to save lives, counter ISIS and alleviate the refugee
crisis. Syrians civilians need protection now, not further attacks from
Russian bombs.”

Speaking to one Damascus resident this morning, I asked for their
opinion on this statement.  His reply was simple, “I am just relieved
that the Russian Air Force is in action”.  [...]

Another image was brought to my attention this morning that further
shatters the high gloss White Helmet image.  Whilst it is well known
that far from being neutral, the White Helmets are in fact embedded with
Al Nusra [the Syrian arm of Al Qaeda], it is perhaps not so well known
that their southern Damascus depot is situated at the heart of ISIS held
territory, to the south of the notorious Palestinian Yarmouk refugee camp.

This image shows their insignia and emblem clearly on the wall and gates
behind the selfie taking ISIS mercenary in the foreground.  It is
becoming harder and harder for White Helmets to maintain their veneer of
impartiality, a fact that is borne out quite effectively by the fact
that the majority of Syrians in government held areas have never heard
of them, even unbiased civilians in Aleppo have not come across them.
Their association is exclusively with the extremist elements of the
Syrian opposition. Their purpose is to facilitate calls for a No Fly
Zone, cue Avaaz, and destabilize the region in the manner demanded by
their masters in the US, UK and Syrian National Council.

faking your ability to do something in the public square is that someone
with an actual desire to the job you are pretending to do might come
along and show you up.

This is what has just happened to the US in Syria with the entrance of
Russia into the fight against ISIL.

And as is generally the case with posers caught with their pants down,
the US policy elites are not happy about it.

You see, the US strategic goal in Syria is not as your faithful
mainstream media servants (led by that redoubtable channeler of Neo-Con
smokescreens at the NYT Michael Gordon) might have you believe to save
the Syrian people from the ravages of the long-standing Assad
dictatorship, but rather to heighten the level of internecine conflict
in that country to the point where it will not be able to serve as a
regional bulwark against Israeli regional hegemony for at least another
generation.

How do we know? Because important protagonists in the Israelo-American
policy planning elite have advertised the fact with a surprising degree
of clarity in documents and public statements issued over the last
several decades.

The key here is learning to listen to what our cultural training has not
prepared us to hear.

In 1982, as the Likud Party (which is to say, the institutional
incarnation of the Revisionist Zionist belief, first articulated by
Jabotinsky in the "Iron Wall" that the only way to deal with "the Arabs"
in and around Israel was through unrelenting force and the inducement of
cultural fragmentation) was consolidating its hold on the foreign policy
establishment of Israel, a journalist named Oded Yinon, who had formerly
worked at the Israeli Foreign Ministry, published an article in which he
outlined the strategic approach his country needed to take in the coming
years.

What follows are some excerpts from Israel Shahak’s English translation
of that text:

"Lebanon’s total dissolution into five provinces serves as a precedent
for the entire Arab world including Egypt, Syria, Iraq and the Arabian
Peninsula and is already following that track. The dissolution of Syria
and Iraq later on into ethnically or religiously unique areas such as in
Lebanon, is Israel’s primary target on the Eastern front in the long
run, while the dissolution of the military power of those states serves
as the primary short term target. Syria will fall apart, in accordance
with its ethnic and religious structure, into several states such as in
present day Lebanon…."

"Iraq, rich in oil on the one hand and internally torn on the other, is
guaranteed as a candidate for Israel’s targets. Its dissolution is even
more important for us than that of Syria. Iraq is stronger thanSyria. In
the short run it is Iraqi power which constitutes the greatest threat to
Israel. An Iraqi-Iranian war will tear Iraq apart and cause its downfall
at home even before it is able to organize a struggle on a wide front
against us. Every kind of inter-Arab confrontation will assist us in the
short run and will shorten the way to the more important aim of breaking
up Iraq into denominations as in Syria and in Lebanon. In Iraq, a
division into provinces along ethnic/religious lines as in Syria during
Ottoman times is possible. So, three (or more) states will exist around
the three major cities: Basra, Baghdad and Mosul, and Shi’ite areas in
the south will separate from the Sunni and Kurdish north."

"If Egypt falls apart, countries like Libya, Sudan or even the more
distant states will not continue to exist in their present form and will
join the downfall and dissolution of Egypt.

"There is no chance that Jordan will continue to exist in its present
structure for a long time, and Israel’s policy, both in war and in
peace, ought to be directed at the liquidation of Jordan under the
present regime and the transfer of power to the Palestinian majority."

Yinon’s vision reappeared in the now infamous "Clean Break" document
from 1996, authored by a consortium of US and Israeli "strategic
thinkers" that included Richard Perle, Douglas Feith and David and
Meyrav Wurmser, which was meant to serve as a foreign policy guide for
the first administration of Benjamin Netanyahu.

The text is nothing if not obsessive regarding the need to seriously
debilitate Syria’s ability to act in any way is a pole of regional
influence in the in the area .

"Israel can shape its strategic environment, in cooperation with Turkey
and Jordan, by weakening, containing, and even rolling back Syria. This
effort can focus on removing Saddam Hussein from power in Iraq — an
important Israeli strategic objective in its own right — as a means of
foiling Syria’s regional ambitions."

"Most important, it is understandable that Israel has an interest
supporting diplomatically, militarily and operationally Turkey’s and
Jordan’s actions against Syria, such as securing tribal alliances with
Arab tribes that cross into Syrian territory and are hostile to the
Syrian ruling elite."

And as Dan Sanchez has recently shown, David Wurmser went into even
greater detail about the need to balkanize Israel’s northeastern
neighbor in articles published in approximately the same time period,
talking quite openly in one essay about "expediting the chaotic
collapse" of Baathist Syria.

Then there is Wesley Clark's famous speech, given in 2007, in which he
revealed the true strategic aims of those running US foreign policy in
the wake of the September 11th attacks. In it, he tells of a
conversation he had at that time with a Pentagon official who admitted
that the real plan was "to attack and destroy the governments in seven
countries in five years".

Those countries, according to Clark, were: Iraq, Syria, Lebanon, Libya,
Somalia, Sudan and Iraq. In the same speech, he explicitly ties the
hatching of the plan to Richard Perle, head of the cadre of people who
wrote in the "Clean Break" document of the paramount importance of
putting Israel in position to "shape its strategic environment".

On September 5th, 2013, Alon Pinkas, the former Israeli Consul General
in New York and well-connected member of Tel Aviv’s conservative policy
elite described the Syrian conflict in the following terms in the New
York Times:

"This is a playoff situation in which you need both teams to lose, but
at least you don’t want one to win — we’ll settle for a tie,....Let them
both bleed, hemorrhage to death: that’s the strategic thinking here. As
long as this lingers, there’s no real threat from Syria."

I don’t think it can get much clearer than that. The US-Israeli plan in
Syria never been about helping anyone in that country, but rather
insuring its effective dismemberment so as to further the perceived
"strategic interests" of the Jewish state.

As Tomás Alcoverro, the longtime Mideast correspondent of Barcelona’s La
Vanguardia newspaper wrote 9 October 2015, in reference to the combined
Russian and Syrian government attacks carried out during the previous
week: "If this joint offensive is successful, the US plan for continuing
the war of attrition until both sides are exhausted, will lie in ruins".

Yes, the US and Israelis, have been "faking it" in Syria for a good long
time now. And Putin has come along and called their bluff.

And they are not happy about it. Which is why the ongoing campaign of
demonization against the Russian leader is being ratcheted up—if that’s
possible—to still higher levels of intelligence-insulting hyperbole.

influence can be felt, if not seen, in every critical sector of American
society. AIPAC and the ADL are only the most well known among a web of
powerful political organizations that function on Israel’s behalf and
effectively set the parameters for US Middle East policy although for
most of its sixty plus years AIPAC has preferred to limit its public
profile to the political class and those who fund it. There is no
lobbying group or combination of groups in the United States or
elsewhere that begin to compare with the Zionist network in terms of
sheer political power at every level of government, including the courts.

What I am referring to is, essentially, the Jewish political
establishment, religious as well as secular, plus a number of "think
tanks" and foundations that while not officially identified as Jewish or
pro-Israel, function as if they are. They include the American Jewish
Committee, the establishment’s foreign policy arm; theJewish Council for
Public Affairs (JCPA); the national arm of Jewish Community Relations
Councils across the country; The Washington Institute for Near East
Policy (TWI), which was founded by AIPAC in 1985 to take a more direct
role in influencing Congress and setting policy; the Jewish Institute
for National Security Affairs (JINSA), a neocon stronghold which former
Secretary of State Colin Powell later blamed for the Iraq war; Foreign
Policy Initiative (FPI) and the Foundation for Defense of Democracies
(FDD), the successor organizations to PNAC (Project for a New American
Century; the Saban Forum of the Brookings Institution, initiated and
paid for by Israeli-American Haim Saban, the biggest contributor to both
of the Clintons; and The Israel Project (TIP) which propagandizes the
media and has on its advisory board 25 members of the US Congress (12
Senate; 13 House), to name the most important.

Most of them are based in Washington while the ADL has its main office
in New York City across from the United Nations. All, however, gather
their strength from the "grassroots," the Jewish organizations that
exist in cities where Jews can be found in substantial numbers,
primarily the aforementioned Jewish Community Relations Councils, and
from wealthy Jewish businessmen and women, wherever they happen to live,
who function as ambassadors/agents for Israel within their respective
states and local communities.

While they comprise a minority of America’s six million Jews, 20-30% at
the most, their organizational capabilities, dedication to the Zionist
cause, and their willingness to use their considerable affluence to
advance what they perceive to be Israel’s interests, more than make up
for any shortcoming of numbers in a nation of 300 million people.

AIPAC’s role is to draft legislation favoring Israeli policies and make
sure it has support from both Democrats and Republicans. In return,
AIPAC guides individual Jews and a variety of Israel-oriented political
action communities or PACs to the members of Congress most in need of
their contributions at election time with a special emphasis on those
who sit on committees involved in either establishing levels of foreign
aid or advising the White House on foreign policy.

Every year, AIPAC’s national policy conference in Washington DC is the
biggest event of the political season. Between one half and two thirds
of the members of Congress usually attend and their names are read off,
as if they were on an honor roll in order to attract the attention of
prospective donors.

In addition, AIPAC branches in major cities host fancy lunches and
dinners for local politicians, such as mayors, supervisors, city council
members, police chiefs, school officials, etc. which are addressed by a
major speaker, usually a governor or senator from another state, of
which the press is neither notified or invited.

In succeeding months, local JCRCs or other Jewish organizations will
send some of those local officials on all expense paid group trips to
Israel where they will meet the prime minister, the president, the army
chief of staff, visit the Yad Vashem holocaust museum, and take a tour
of the settlements, accompanied by wealthy Jewish businessmen who they
can later expect to "assist" them in the furtherance of their political
careers.

Trips to Israel by members of Congress are paid for by the American
Israel Education Foundation (AIEF), a tax-exempt organization run by
AIPAC that claims to be a charity but is simply a front organization
designed to get around anti-lobbying laws that would prevent AIPAC
paying for the trips directly.

There is no real counterpart to AIPAC or the scores of pro-Israel
Jewish-American organizations in the Arab-American community or among
its supporters. But more significantly, the Palestine solidarity
movement, for the most part, behaves as if this Zionist leviathan does
not exist.

This state of affairs is due in a large part to the fact that important
spokespersons for the Palestinian cause, most notably Noam Chomsky,
continue to minimize the role played by AIPAC and other Zionist
organizations in influencing US Middle East policy. Most recently, on
the day before Netanyahu’s appearance before the US Congress, the
significance of which he downplayed, Chomsky insisted that Israel
remains an "offshore US military base." Unfortunately, he is not willing
to debate the subject.

The role of the ADL has been to intimidate critics and potential critics
of Israel by either labeling them "anti-Semitic" or of "unintentionally"
provoking "anti-Semitism." It has been unusually quick to use both terms
in attacking African-American critics of Israel while keeping Black
politicians and community leaders dependent on contributions from Jewish
donors. [...]

What is your analysis regarding the situation in the Middle East with,
for example, the phenomenal rise of ISIS or the status quo that prevails
in the solution of the Palestinian question?

There has been a great deal of speculation as to who is behind the rise
of ISIS which gained ammunition in these past days with the release of
formerly classified documents from the Defense Intelligence Agency in
2012 that speak of the emergence of an ISIS-like organization
"establishing a declared or undeclared Salafist principality in Eastern
Syria and this is what the supporting powers to the opposition want, in
order to Isolate the Syrian regime." The supporting powers named in the
document are the Gulf countries and Turkey, whose role in supporting
ISIS appears, from a distance, to have been essential to its successes
thus far.

I would point out, however, that the main beneficiary from the
disintegration of Iraq and Syria and the emergence of ISIS has been
Israel which, from its beginning, has depended on the existence of
enemies, real, potential, or imagined, to maintain critical US and
Western support and justify it remaining the region’s Sparta. [...]

What is happening in the Middle East appears to be following a plan
outlined by Oded Yinon, an Israelis journalist attached to the Foreign
Ministry, in a paper he wrote in 1982 entitled, "‘A Strategy for Israel
in the Nineteen Eighties.’ Yinon suggested that Israel’s objective
should be to break up the Arab states into their religious factions, one
turned against the other. How could one better describe the situation in
Iraq and Syria today than that? [...]

I do agree that it is unsubstantiated. That is probably your point.
Various websites call this report a "hoax".

But consider the Australi Witness case. That guy, who encouraged Jihad
and bomb-making, was exposed as Jewish about a week ago. Prior to that,
who would have believed he was Jewish?

What possible motive could he have? Truth is stranger than fiction.

In that light, I would leave the Baghdadi report as a story, but mark it
"unsubstantiated".
